Summary
Snelson Companies Gas Construction Division seeks a qualified candidate to fill the position of Senior Estimator. The candidate will work primarily on construction projects in the San Joaquin Valley of California and surrounding areas. The projects will involve energy infrastructure construction including pipeline replacement, pipeline hydro testing and valve replacement and/or automation. Snelson Companies core work involves heavy construction projects dedicated to the installation, maintenance, and integrity enhancement of oil and natural gas transmission infrastructure. Our projects include pipeline replacement, pipeline relocation, pipeline hydro testing, valve automation, station upgrades and all civil/mechanical aspects associated with the construction.
Duties and Responsibilities
The Senior Estimator will be required to work in concert with both Snelson and client project personnel to ensure safe, cost effective, and quality project execution. The candidate must have extensive experience in transmission pipeline and heavy construction project management and estimating. The primary duties are to work with Snelson and client project teams on front end constructability analysis,
planning/scheduling. Additional responsibilities will involve supporting the execution of the projects. Strong communication skills are essential as daily interaction with client and Snelson project teams, management, and field personnel is required.
The employee will report directly to the Operations Manager and work in concert with the Program Managers, Project Managers, Superintendents and project support personnel. The Senior Estimator will ensure that all project scopes, deliverables, permitting requirements, and constructability issues are clearly defined and communicated prior to project commencement.
Duties will include, but are not limited to, the following:
:Provide pre:construction support to the client in the form of constructability reviews, resource planning, risk mitigation, project execution methods, and cost mitigation.
:Establish and maintain positive relationships with client representatives
:Seek out and secure future project opportunities with the client
:Complete project site walks and scope/drawing reviews
:Provide constructability analysis and design assistance to project and engineering teams from initial design to the issued for construction phase
:Work in concert with the customer project teams to ensure that all permitting, environmental requirements, and land agreements are in place prior to project
mobilization/handoff
:Assist environmental, health and safety personnel with development of project site specific safety plans and ensure that all environmental and safety deliverables are met
:Obtain and review subcontractor quotes
:Complete project
estimates/bids/target pricing, construction schedules, and manpower loading
:Assist Snelson project teams with pre:construction project hand offs, throughout the duration of the project, and into job closeout and final cost validation
Qualifications
:Ability to maintain professional personal presentation in both written and verbal communication
:A minimum of 5 years of project management and estimating experience in the pipeline maintenance and integrity construction industry
:A Bachelors degree in Construction Management, Engineering or a relevant discipline
:An in depth knowledge of heavy underground utility construction
:Extensive experience in construction project scheduling, manpower loading, and estimating
:Ability to accurately and effectively communicate and document project scopes and clarifications
:Ability to interpret and understand construction contracts, subcontracts, rental
